【项目背景】Project Background:
2000年开始的中国诊所法律教育课程以让学生在变革的社会中学习法律,而课程的教学目的也可以将确立以培养学生的公益法律服务意识和责任感为教学目标。诊所课程的开设在学生中引起较大的反响,一批学生想致力于公益律师的工作但却没有恰当的工作平台提供给他们从事公益法律服务的机会和岗位。
Started in 2000, China’s Legal Consulting Class teaches students to study law in the midst of an ever-changing society as well as establishes and fosters the students’ awareness and responsibility towards public service as its educational goal. The launch of this class has had a huge impact on the students, and many of them have expressed interest in a career as a public defender. However, there are very few suitable job opportunities that allow them to participate in the public sector.
中国的弱势群体如贫困者、流动人口以及刑事案件中的被告人,由于经济条件所限,应该成为从事公益服务的法律从业人员的服务对象,法学院毕业的学生应当有相当数量的人数可以从事这样的服务,但是这些学生应当在怎样的机构中从事这样的服务?
China’s underprivileged groups, such as the poor, nonresident members of the population and the accused in criminal cases, who are limited by their financial circumstances, should seek out lawyers working in public welfare, and there should be enough law school graduates capable of providing this service. But just where can these graduates go to participate in this kind of work?
CCCLE十年多来致力于推动中国各高校法学院系开设诊所教育课程、推进公益法律援助活动的开展。本项目的目标是:就中国高校的后教育模式与社团或机构创设公益律师职业人才培养机制结合的可行性与管理模式进行探索,从而为形成公益法律服务人才的培养,执业模式等积累经验。
For the past ten years CCCLE has worked hard to push all of China’s law schools into providing a Legal Consulting Class as well as promoting the offering of public legal services. It’s current mission statement is: “The Legal Consulting Class will explore new possibilities and management models while following the postgraduate education model and public defender training mechanisms available in social organizations or governmental sectors. As a result, experience will be gained in forming education and practice models for public defenders”
【执行方案】Project Implementation Details
每位志愿者应当在一个公益法律服务机构工作年;
每年CCCLE将对全体志愿者进行不超过二次的集中培训和交流;
志愿者在两年服务期内完成一个与公益法律服务活动的报告(案例研究或者社会调查报等,形式不限)。
本项目的协调直接由CCCLE负责,得到中国民政部中国社会福利教育基金会的支持。
项目邀请部分著名院校的有经验的教授作为指导教师,为每位志愿者指定固定联系的指导教师,使志愿者与指导教师之间有更好的交流和互动。
志愿者服务的公益法律服务机构直接对在该机构中工作的志愿者进行业务和行政管理。
Every volunteer should work two years in a public legal practice.
Each year CCCLE will conduct no more than two in person training and discussion sessions for all volunteers.
During their two years of service, volunteers must complete a case report about their activities in the public sector (such as a legal case study, investigation report about society, etc., no restrictions on format)
CCCLE will be directly responsible for the coordination of this project, but has received the support from the Social Welfare Foundation of China’s Ministry of Civil Affairs.
The project has invited several experienced professors from famous universities to act as advisors and will give each volunteer a fixed advisor, allowing for greater interaction and communication between the two.
The public legal practice where the volunteer works is in charge of managing all professional and administrative affairs.

需求描述 | 需要符合以下条件的志愿者: 应具有较为扎实、丰富的法律专业知识,具有从事法律工作的能力即接受过办理案件的训练和经历(包括法律诊所教育); 从事此项工作的应该是法学本科以上毕业的学生(包括应届的本科和硕士毕业生); 具有良好的职业道德和品德,在校期间表现良好,没有受处分的不良记录; 具有较强的社会责任感、正义感,有顽强的意志和吃苦耐劳、奉献的精神;对公益法律服务工作的热爱,有从事公益法律服务的热情; 具有一定的社会交际能力,较强的宣传能力; 不计较从事此项工作的经济收入,安心在一定期限内从事公益法律服务的工作; 身体健康,能适应此项工作,并能在工作中高效的完成公益法律服务工作。 已经通过国家司法考试。 Volunteers must fulfill the following requirements: Have a solid grasp of legal knowledge, be capable of performing legal duties and be trained and experienced in handling legal cases (including attendance of China’s Legal Consulting Class). Have graduated with a bachelor degree in law (includes undergraduate and graduate students that are seniors this year) Have good moral and professional standards, as well as good behavior during college life with no citations for bad behavior. Have a strong sense of social responsibility and righteousness, as well as toughness and resilience in the face of hardship, dedication to this career, and a love and passion for public legal service. Must have good interpersonal communication and publicizing skills Should be willing to work for less pay and stay on the job for the required period of time Should be physically healthy and capable of performing the duties of providing public legal service efficiently. Have already passed the National Bar Exam. |
