【项目背景】Project Background:
中国有六千多万残疾人，重度身障者的基数大。他们需要社会的关心与帮助，社会应该向他们伸出人道与博爱之手，社会对他们的态度也是社会文明程度的重要标志。由于历史原因和客观条件的影响,重度残疾人的生活水平明显低于全社会平均水平,重度残疾人一直是最困难、最无奈、最值得同情、最需要关爱的特殊群体。部分重度残疾人没有工作，生活圈子小，生活上得不到保障，成了家庭的重大负担；这些社会弱势群体行动不便，生活艰辛，非常需要得到必要的保护和救助。重度 残疾人问题的解决已成为日益突出、必须高度重视的基本民生问题和重要的社会问题,也成为增强我们开展这项工作的紧迫感和责任感内在动力。
There are over 60 million disabled people in China; a large number of them are severely handicapped. All of them are in need of caring and aid from our society, and people should extend to them humanitarian assistance and universal love. A society’s attitude toward its disabled people is a strong indication of the extent of its civilization. For historical reasons and objective circumstances, the quality of life of these severely disabled people is much lower than average. This special group of people leads lives that have always been among the most difficult and helpless, yet the most deserving of sympathy and care. Some of the severely disabled are unemployed, have little contact with society, and have an inadequate standard of living, and have become serious burdens on their families. These disadvantaged people experience difficulty getting around and live arduous lifestyles, and are in extreme need of essential protection and assistance. The solution to this problem has become to not increase awareness with each day, and to emphasize basic livelihood issues and important social issues that have become increasingly prominent and are much in need of our attention, but also to use an intrinsic driving force to increase people’s sense of urgency and responsibility.

进程一：2011年9月至2012年9月，开展残障志愿者公益达人的评选活动，提升残障群体对残障公益的认识和真正的参与热情，并从中选拔出具有强烈公益愿望和热情的优秀残障公益志愿者，同时通过奖励的形式，对其生活进行一定的扶助。
Phase 1: From September 2011 to September 2012, select talented disabled volunteers for a public welfare award. This can be used to increase the handicapped community’s awareness of and genuine enthusiasm for participating in disabled welfare. Select outstanding disabled welfare volunteers who possess a strong desire and passion for welfare, and reward them by providing certain living assistance.
进程二：2011年10月至2012年10月，由各地优秀残障公益志愿者自发组织当地及附近的线下无障碍出行活动，提升残障者的出行能力，检验各个城市的无障碍设施，促进各地残障志愿者之间的联系与交流，让更多的残障者自助助人，改善生活状态，更多的与社会融合。
Phase 2: From October 2011 to October 2012, use outstanding disabled welfare volunteers from various locations to organize a group outing to assess accessibility to local and nearby public transportation, to increase the mobility of the disabled, and to examine the accessibility facilities in different cities. This will promote communication between disabled volunteers from different locations and allow more disabled people to help themselves and others, improve their quality of life, and better integrate into society.

Phase 3: From October 2011 to October 2012, support the activity of Spina China’s 323097 disabled volunteer team. This team is made up entirely of the severely handicapped, the majority of which suffer from congenital spina bifida. Because they lack the opportunity to travel or work, the Internet has become their primary mode of maintaining contact with the outside world. They rely on 323097 GuaGua networking site to compose, direct, develop, and share their own personal experiences, gather resources and news regarding medical treatment, develop survival skills through the Internet, and advocate the concept of public welfare. Starting from small on-hand experiences, and while training and improving their own abilities, they can help children from impoverished households receive medical treatment as soon as possible, give information to families who are at a loss for how to care for their newborns, and help themselves through a collaboration with other severely handicapped people.
